Causing people to believe things that forward the goal.
Examples include the appearance of tight security which tends to reduce the
number of attacks, creating the perception that people who attack a
particular system will be caught in order to deter attack, and making people
believe that a particularly valuable target is not valuable in order to
reduce the number of attempts to attack it.
Complexity: It is always tricky trying to fool the opponent into doing
what you want them to do.
