Japan: Law Enforcement Hindered in Computer Crime Investigations.  The
Japanese Computer Emergency Response Team Coordination Center (JPCERT)
reported that "hackers tried to break into dozens of Japan'scomputer
networks" during the week of June 23, 1998.  Japanese law enforcement
officials are frustrated in their effort to investigate these attempts
because Japan has no law or regulations prohibiting hacking.  The
National Police Agency and the Ministry of Posts and Telecommunications
however, are currently working together on procedures that will allow
investigators to pursue cases related to unauthorized access. 

Japan is currently one of the primary points of entry into the Internet
for computer hackers.
