The views expressed herein are those of the author and the individual Delphi contributors and do not reflect the official policy or position of the Department of Defense or the U.S. Government. This document contains the results of research conducted using a modification of the Delphi method with participants from a variety of backgrounds (see Table I). This research was designed to probe the nature and acquisition impacts of information warfare and the raw research results have been integrated into a Naval Postgraduate School thesis entitled "Information Warfare: Implications for Forging the Tools." However, the Delphi responses are complete enough to stand on their own and so are being made available separately.
