Will unfettered high-quality cryptography be an effective defense against information warfare?

Possible answers are:








o Absolutely - we need unfettered cryptography to make us safe
o Partially - unfettered cryptography will help defend some systems but it is also useful for attackers
o Not at all - cryptography will not defend agsint serious information warriors
