I came across a couple of interesting research papers on the PRC
and information warfare. The site is at

As for Russia, most of the info on them and IW typically comes from 
the US military. The following link is a paper "apparently" 
translated by the CIA and is a Russian analysis of US IW efforts

Russia could almost take a backseat in the whole situation, they 
aren't able to maintain their own infrastructure (recent events of 
submarine and TV tower) let alone setup/maintain any iw-related 
systems/technologies.

With all the iw/hacking efforts in the Middle East lately, maybe some 
of the US (and other country's) military's focus will shift to the 
Middle East and parts of Asia for future iw research? Especially with 
attitudes by China to use iw in future conflict, Japan "attempting" 
to destroy hacker's computers, regional conflicts encouraging hackers 
to support their cause and take-down/deface/other web-sites of 
opposers or sympathisers.

Another interesting aspect in all this is the amount of propaganda 
and media attention that is gained these days, with the Internet and 
real-time footage by media (eg. CNN, etc.) playing a BIG part in 
conflicts/war. Plenty of scope there for iw-related measures...
