That URL is working now and was working moments before I hit the send key
on the message to the list.  Would you like a screenshot?

If the final comment is to the subject, it's certainly more accurate than
that of the news article and at 12:19 in the morning I just couldn't
condense it into something like Indian Perspective on Pakistani and Chinese
Information Warfare Activities.

I can always go to receive-only mode.
