Some suggested reasons why there may be a greater concern for nukes in the
hands of "less developed" countries:

Perhaps there is a feeling that there is less control over the circumstances
where Nukes would be felt to be necessary to "deploy"
Or
It is believed that there would be fewer controls over the safety mechanisms
where they might be deployed by some unauthorized or rogue agent.
Or
That they could be deployed with less accountability by the world community.
Or
LDC's have a less diverse range of force projection options and may be more
likely to resort to nukes more precipitously than nations with a greater range
of options.
