Could you define what you intend by "unrestricted access to information"?

I assume you do not mean that the country (any country) should have no 
secrets regarding detailed strategic or tactical plans.

Yet conversely (especially with regard to "democracy") I would argue that 
the public requires a suitable body of information in order to assess 
whether or not government activities represent the will of the people.

It is reasonable that the public be kept in the dark about certain 
operational details, but how to ensure that these "details" do not 
represent a position contrary to stated policy?  Where is such a line to be 
drawn?  For a government to secretly conduct operations in contravention to 
the voiced public policies because "they are on the inside and know better" 
acts to subvert democracy itself, (even if they DO know better).  It is 
subversive because, once down that road, other activities in public 
misinformation and deception become easier, carried out under the existing 
"legitimate" cloak of national security.  The safeguards intended to ensure 
that the secrecy is only "applied appropriately" become themselves a 
subject of secrecy.

In a democracy, when it comes to "who is watching the watchers" it must 
ultimately be the people.
