A "sane" alternative would include a toggle:

   1.  Release location ALWAYS
   2.  Release location ONLY if "911" call is made.

This would guarantee that any 911 call allows location tracing, while
giving the individual some latitude in other circumstances.

WAY too much to expect from the industry, of course :(
