"Homeland"?  "Homeland?"

I was always under the impression that DoD, NSA, CIA, and other "National
Security" regimes existed to protect and defend the citizens, the businesses,
their properties and the country's general infrastructure.


Perhaps their role was only to protect "government" (i.e., themselves) and
now, realizing their dependency upon "the people", they discover the need
for a "homeland" defense (sigh.)


I suppose that so many "home-grown" efforts in emerging (cyber)infrastructure
protection have sprung up to fill the void, rather than try to absorb them
into existing defense regimes, the plan is to place a coordinating umbrella
over them.
