Put that way, I agree there should remain a strict boundary between defense
from "threats foreign" and from "threats domestic", in terms of the agencies
charged with those respective responsibilities.

But where domestic agencies such as FBI and FEMA appear "too restricted"
in their ability to act in this emerging cyber-environment, one must ask
whether the reasons for such restrictions have a sound constitutional basis,
as I suspect they sometimes do.

As the constitution serves mainly to limit the behaviors of government
(more so than individuals,) should we exercise additional caution that
the "NHSA" not tacitly "deputize" private groups to coordinate activities
that the government itself is precluded to undertake?

Seems akin to "friendly oversight" of private investigator's casework, and
bounty hunter's activities, shady as they may often be.  Since they're not
on the (gov) payroll, no foul?

( Am I simply paranoid? :)
