Fred, I have to agree with Markus on that, even if I find it perfectly ok to 
discuss non-IT related topics on this list.

Propaganda and disinformation as IW means are very intelligence intensive, since 
choosing the right target, developping a message that will work and verify that 
it worked may prove to be difficult, especially if the target group is not of 
the same cultural and language region as the "attackers". These are indeed the 
sort of operations that the CIA (or any other intelligence organisation doing 
covert operations) would/could do.

The leaflets guys you are talking about are the equivalent of the script kiddies 
that are terrifying the Internet. The difference is that the do NOT have global 
reach. Is it worth to know about it? Probably not... was it worth having this 
discussion? Yes in my opinion
