The recommendation to encrypt all communications within the EU may not prove
effective in the UK. The UK Regulation of Investigatory Powers Act (RIPA)
gives the authorities the legal right (with a warrant) to demand your
encryption keys so they can read your data and communications. Refusal to
hand them over, or claiming that you have lost them, will cost you money and
put you in jail. Informing anone that you have been asked to hand over their
keys (if you have them) has the same result. It's draconian to say the
least.
