Slightly crazy idea...

If the 'real' reason for the missile defense system is to stop terrorist
attacks a question asking who will launch these attacks should be considered?
If Russia is not a big risk them why not invite Russia to participate in the 
design/implimention of the system.  Who else could be invited?  Assuming it 
can be made to work (big if IMHO), this would lead to a big chunk of the 
globe protected against missile attack...
