I guess the "Rand" in Rand Organization is no reference to Ayn Rand.

I concur with the sentiments expressed by "The Register" contributor Thomas 
C. Greene in his article on this Rand report.  I am reminded of the quote 
from Thomas Jefferson, (paraphrasing):

   "Those who would sacrifice fundamental liberty
    for a temporary measure of security deserve
    neither liberty nor security."

I must contrast the technology with, for instance, cryptography.  With 
crypto, there is a natural leveling effect between government and free 
citizens.  The deployment of crypto is easily leveraged by either side of 
the equation.

In contrast, although perhaps facial recognition *software* may become 
easily available, few but government have the resources to deploy, 
coordinate and cross-index a million camera feeds.  This appears to be a 
technology that tilts the balance of power far in favor of the controlling 
regime.
