CRIMINAL INVESTIGATION/FBI/CIA/DOS ACTIVITIES

FEDERAL BUREAU OF INVESTIGATION:

Eleven Suspects Arrested

In late breaking news from Thursday, a man who attempted to use a fake
pilot's identification to get past security at John F. Kennedy International
Airport was arrested and as many as nine others were detained at New York
City airports by the FBI and the Joint Terrorist
Task Force. Authorities are investigating whether the incidents were new
attempted hijackings or just individuals seeking to flee the New York area.
Authorities had been on the lookout for at least some of those detained,
because of an earlier episode on Tuesday when they fled
Kennedy Airport. The incidents caused the closing of Kennedy, La Guardia and
Newark airports on Thursday, only a few hours after service had been
restored.

Separately, in Toronto, authorities are reportedly questioning a man
carrying a strange photo and aviation materials. The airline industry is on
the alert for 52 people who authorities have put on a list as wanted for
questioning. There are concerns being expressed by one unnamed law
enforcement official who said there is fresh intelligence which "suggests we
haven't seen the end of this current threat."  The official also cited
concern that terrorists may strike in a different manner now that airport
security has been tightened.

A source knowledgable of the workings of the airline industry said the man
arrested at JFK checked in sometime between noon and 1600 EDT.
The man was trying to board American Airlines Flight 299 bound for San Jose.
The man had been scheduled for an earlier flight on Tuesday bound for Los
Angeles, but that flight was canceled after the terrorist
attack began on the World Trade Center. A subsequent strip search found the
man had a pilot's certificate from the same Vero Beach, Florida, school
allegedly used by one of Tuesday's hijackers.

Authorities at Pearson International Airport in Toronto have reportedly
detained a man carrying a bizarre photo of himself in a flight crew uniform
against a fake backdrop of the World Trade Center. According to The Toronto
Globe and Mail, the man was refused admission to Canada and is being
questioned. Sources say the man, who says he is an aircraft maintenance
engineer in Gaza, was supposed to have arrived at a U.S. destination just
days before Tuesday's terrorist attacks, but was delayed for some
unidentified reason. The newspaper said the man was also carrying aviation
paraphernalia but it has not yet been determined whether there is any
connection to the hijackings and crashes in the U.S.

The FBI is investigating whether an altercation at Kennedy Airport on
Tuesday was linked to the World Trade Center explosion. A law enforcement
source said the Tuesday incident occurred about 0900 EDT, the same time two
hijacked jet air-liners crashed into the World Trade Center. The FBI is
investigating whether the incident may have been an aborted hijacking
attempt.

After the plane was boarded, United Airlines officials told passengers that
United Airlines Flight 23, bound for Los Angeles, had been cancelled. Three
males traveling refused to disembark. The argument with a member of the
flight crew became so heated that the crew member called airport security.
But before security arrived, the men had vanished.

On Thursday, according to an airline industry source, a man presented a
ticket for Tuesday's Los Angeles flight at the counter but told
airline employees that he had changed his mind and now wanted to travel to
San Jose. People at the ticket counter were suspicious, but they changed the
ticket and alerted a supervisor who, in turn, notified Port
Authority police.  Authorities followed the man to the gate, where he passed
through security checks, including metal detectors.
He was then stopped at the gate by security.

A short time later, three more men arrived at Kennedy and boarded American
Airlines Flight 133 to Los Angeles. Minutes later, law enforcement officers
secretly boarded the plane using a catering cart. The officers, with weapons
drawn, then removed the three from the plane.

ABC News reported that ten people in all were detained trying to board
flights at JFK and LaGuardia. They included nine men and one
woman carrying knives, false identification cards, and flying
licenses/certificate from Flight Safety International in Vero Beach,
Florida. Four men and a woman were detained sometime before 1700 EDT at JFK.
Another five were detained between 1930 and2015 EDT at LaGuardia.

In news from earlier in the day, Washington and New York remained on edge
Thursday. In Washington, officials expanded the security zone at the White
House, and Vice President Dick Cheney has been moved to Camp David so he
will not be in the same area as POTUS. Cheney's move was called "a purely
precautionary measure" following this week's terrorist strikes.

The U.S. Capitol was temporarily evacuated late Thursday afternoon after a
suspicious package was discovered. The Capitol was ordered evacuated during
the middle of a Senate vote, and as law-makers in the House were receiving a
briefing from FBI and CIA officials about the terrorist attacks.

Meantime, U.S. Secretary of State Colin Powell identified master terrorist
Usama bin Laden as the prime suspect in Tuesday's attacks. Powell became the
first administration official to say what many have been saying privately.
Reports as to bin Laden's whereabouts were circulating Thursday, but there
was little or no evidence to confirm any of them.

In the continuing investigation, federal authorities said they have
identified everyone who participated in the attacks. The suspects appear to
have made little effort to hide their identities.

The investigation into the attacks was broadening into a worldwide effort.
Here are some quick summaries:

-- Authorities know the nationalities of the hijackers, and the number of
hijackers. Authorities said 18 hijackers were involved. None of them were
Iraqi. Some of them may have belonged to an Egyptian fundamentalist group
tied to the attack on the USS Cole.

-- Investigators found the flight data recorder of United Airlines Flight
93, the hijacked airliner that crashed into a field in rural western
Pennsylvania, killing all 45 people on board. The black box of the plane
that crashed at the Pentagon has also been recovered.

-- Germany has a tight network of Islamic extremists coordinating and
raising cash for terrorist attacks, security experts said, as the trail of
U.S. hijackers led to a Muslim militant group based in Hamburg.
Police detained one airport worker in Hamburg.

-- Authorities said that just before United Flight 93 crashed, some of the
passengers learned of the attacks on the World Trade Center and may have
tried to overpower their hijackers and keep the jetliner from hitting
another landmark.


U.S. DEPARTMENT OF STATE:

U.S. State Department Issues Worldwide Caution

On 12 September, the U.S. Department of State issued the following updated
Worldwide Caution: "The events of September 11 at the World Trade Center,
the Pentagon and Somerset, Pennsylvania, serve as a cruel reminder of the
continuing threat from terrorists and extremist groups
to Americans and American interests worldwide. This situation remains fluid
and American citizens should be aware of the potential risks and to take
these into consideration when making travel plans. The Department will
continue to develop information about potential threats to Americans
overseas.

As the U.S. Government has reported in Public Announcements over the last
several months, U.S. citizens and interests abroad may be at
increased risk of terrorist actions from extremist groups. Most recently, we
advised that we had unconfirmed information that terrorist actions may be
taken against U.S. military facilities and/or establishments frequented by
U.S. military personnel in Korea and Japan. In addition, we continue to be
concerned about information we received in May 2001 that American citizens
may be the target of a terrorist threat from extremist groups with links to
Usama Bin Ladin's
Al-Qaida organization. In the past, such individuals have not distinguished
between official and civilian targets. We take this
information seriously. In light of the above information, U.S. Government
facilities worldwide remain at a heightened state
of alert.

U.S. citizens are urged to maintain a high level of vigilance and to
increase their security awareness. Americans should maintain a low profile,
vary routes and times for all required travel, and treat mail and packages
from unfamiliar sources with suspicion. American citizens are also urged to
avoid contact with any suspicious, unfamiliar objects, and to report the
presence of the objects to local authorities. Vehicles should not be left
unattended and should be kept locked at all times. U.S. Government personnel
overseas have been advised to take the same precautions."


St Petersburg Consulate Evacuated By Bomb Threat

After receiving warnings of an alleged bomb that was timed to detonate
during a nation-wide moment of silence in honor of the victims of this
week's terror attacks, the U.S. Consulate in Russia's northern port of St
Petersburg was evacuated on Thursday. All employees were ordered out
and Russian police using dogs searched the building after the consulate
received an anonymous call at 1000 hours local time. No bomb detonated at
noon - the time threatened, and authorities said the telephone call appeared
to be a hoax.


U.S. Embassies Issue Warden Messages

A number of U.S. embassies worldwide haveissued Warden Messages for
Americans in country. Here is a sampling of a few of them:

ALGERIA: "U.S. citizens are reminded of the need to maintain a high level of
vigilance and take prudent security measures while traveling in Algeria.
These include staying way from crowded public areas, varying routes and
times of travel, and traveling with known companions. During the last two
weeks, Algerian public security services have found and defused several
small explosive devices in Algiers and other cities. One of these exploded
prematurely. There have also been instances of false bomb reports. The
government of Algeria has responded quickly to these incidents, however,
travelers are advised to avoid contact with suspicious objects and report
these items to local authorities."

INDONESIA: "The Embassy has no information that American facilities or
citizens in Indonesia will be targeted in connection with the attacks in the
United States. However, we remind all Americans that the US Government has
received information that extremist elements may be planning to target US
interests in Indonesia, particularly US Government facilities, and could
also extend to US visitors and other groups. In light of this threat, all
American citizens and hotel guests are encouraged to take precautions to
ensure their safety. American citizens are urged to maintain a high level of
vigilance and to take appropriate steps to reduce their vulnerability.
Americans in Indonesia
should maintain a low profile, vary routes and times for all required
travel, and treat mail and packages from unfamiliar sources with suspicion."

SAUDI ARABIA: "Although no new threat information specific to Saudi Arabia
has been received, in light of the unprecedented attacks in the U.S., the
Embassy and Consulates General are taking extraordinary precautions.
American citizens in Saudi Arabia are urged to review their own personal
security practices, to be attentive to their surroundings and to exercise
caution."

TOGO: "In light of the terrorist attacks in the United States, the U.S.
Embassy in Lome is temporarily closed to the public for all but emergency
services, effective immediately. The Embassy will be closed until further
notice. We also urge all American citizens during this heightened threat to
exercise caution, maintain a low profile, and avoid large crowds."

Forever Changed: A World Inpenetrable Lost; A World against Terrorism United

Exactly three days ago America and the world changed forever. The blissful
innocence of a western-world free of any major horror was shattered in the
space of a single hour by an enemy
that is invisible. The World Trade Centre's twin towers were collapsed and
the Pentagon damaged, by an enemy who hides in commercial jets.

People who watched events unfolding on television all had the same reaction,
this must be a movie, what channel is the news  on? But it was all to
real -- and exactly what the terrorists
wanted.

The world saw exactly what the terrorists wanted, and continues to see the
chaotic aftermath which is a progressive secondary effect of any disaster on
a large scale.

Why the World Trade Center and Pentagon? Why now? The exact reason why
September 11 was chosen is still unclear, maybe because it was the 23rd
anniversary of the Camp David Peace accords?

But the reason why the World Trade Centre and Pentagon were hit is painfully
clear. They were both iconic symbols of western culture. Terrorism is not
the attack itself. An act of terrorism is a premeditated,
politically-motivated, violent event designed to persuade of a mass audience
of something. Tuesday's message was as much to the American people as it was
to the world, "You are not invincible".

They were metaphorically saying: "We have struck at your financial
nerve-centre, we have struck at your military nerve-centre, you are no
longer secure."

From the end of the Second World War the United States and her allies
enjoyed the status of being secure countries relatively impenetrable by
outside enemies. The only attack on the continental United States was seven
years ago at the hands of an anti-government fanatic who believed killing
children was merely collateral damage for a wider conflict between the
government and the free people.

But on Tuesday impenetrability failed, and the world was left in shock as
fourth generation warfare reared its ugly head. The enemy walks amongst the
civilians, the enemy may not
belong to a state, and the enemy is fighting for an ideology which they are
willing to die for.

These attacks, although a crime of enormity too much to comprehend, will
have a positive effect that no terrorist can destroy. They have brought an
unprecedented unity into the world against a common enemy -- the terrorist.

The terrorists had their day on Tuesday, now it's time to take the anger,
anguish and pain from the events and bring about retaliation like they could
never imagine...
