1. PERES AND ARAFAT WILL MEET, AFTER ALL
Despite the murder of yet another Jewish woman this morning, and despite
the fact that some 4/5 of the Israeli public is against a Peres-Arafat
meeting, and despite the fact that MK Tzvi Hendel notes that "there is no
American pressure, except for that exerted by Colin Powell, on Israel to
hold such a meeting" - it now appears that Prime Minister Ariel Sharon has
allowed Foreign Minister Peres to meet with PLO terrorist chief Yasser
Arafat tomorrow evening.  The two announced that the meeting would take
place "in the near future and at the appropriate time."  It appears that
the two wish the meeting to take place before the Wednesday night-Thursday
holiday of Yom Kippur.  Some reports, however, say that the meeting will
take place immediately after Yom Kippur.

Although Sharon reacted to today's murder with the shrewd observation that
"There is no ceasefire," and although he has been insisting on 48 hours of
total quiet before allowing Peres to meet with Arafat, he apparently was
cowed by Peres' threats to "go on vacation" and veiled threats of American
disapproval.  In a private talk this morning, the two agreed that Peres
would meet with Arafat tomorrow in Gaza.  Arafat, for his part, has said
that he will be glad to meet with Peres at any time, in the knowledge that
such a meeting would grant him legitimacy as a peacemaker as the world gets
set to battle terrorism.

2. ANOTHER JEWISH WOMAN MURDERED BY ISLAMIC TERRORISTS
Early this morning, Sal'it Sheetreet and her husband Barak, of Kibbutz Sdei
Eliyahu, were attacked by Arab terrorist gunfire while traveling on the
main northern Jordan Valley highway.  Sal'it, 28 years of age, was killed
almost instantly by gunfire to her head and was buried in the Sdei Eliyahu
cemetery.  Barak, the driver, was lightly injured by ricocheted
fragments.   Islamic Jihad claimed responsibility for the murder.

The terrorists overtook the Sheetreets' vehicle as it passed the Arab
village of Bardla at approximately 6:30 AM, and opened fire.  The attack
took place only a few hundred meters from an IDF checkpoint, but the
soldiers manning the post heard nothing.  After being alerted by passing
Arab residents to what occurred, the IDF and security services attempted to
track the attackers, who apparently fled into Palestinian
Authority-controlled territories.  The Sheetreets were on their way to
distribute sweets to soldiers from their kibbutz serving in the area before
continuing on to Jerusalem.

Minister of Tourism Rehavam Ze'evi expressed surprise that there were any
Palestinian vehicles on the Jordan Valley highway, as his proposal to
forbid such travel on the road was approved by the government after the
last terrorist attack there.  Area residents said that they had not noted
any reduction in Arab traffic on the route and that, "judging by the fatal
results," the orders are not being sufficiently enforced.

Reacting to the attack, Ra'anan Gissin, the Prime Minister's media advisor,
said that Israel sees PLO leader Yasser Arafat as responsible for the
murder.  The attack, he said, re-sets the 48-hour "quiet" period that Prime
Minister Ariel Sharon said he would insist upon before a meeting between
Foreign Minister Shimon Peres and Arafat.  Gissin said this, of course,
before it was announced that the 48 hours had become 36 hours and that
Peres and Arafat are scheduled to meet tomorrow night.

3. CEASEFIRE VIOLENCE CONTINUES
In addition to this morning's murder, Palestinian violence continued last
night and this morning in other ways as well.  An IDF post north of
Ramallah and the industrial zone of N'vei Dekalim in southern Gaza came
under terrorist gunfire, and grenades were thrown at IDF posts in N'vei
Dekalim and near the Rafiach border crossing to Egypt.  Arabs shot at IDF
troops near the town of Gadid, and terrorists firebombed a Border Police
patrol north of Jerusalem.

This afternoon, a fire truck was attacked by gunfire near the Shomron
community of Psagot, north of Jerusalem; no one was hurt. Early this
evening, Palestinians opened fire and threw a number of homemade grenades
at an IDF force on the Israeli-Egyptian border near Rafiach.  The soldiers
fire; no injuries were reported.

A bus carrying Knesset Members of the Shas Party was attacked by stones on
its way to Hevron this afternoon.  The MKs visited the holy city in a show
of solidarity, and also paid a condolence call in Kiryat Arba to the
parents of Sarit Amrani, the mother of three who was murdered by terrorists
five days ago.  The MKs expressed support of the Hevron residents' demands
for security and development, and said that Peres must not meet Arafat
while shooting continues against the Jewish homes in the city.

Security forces apprehended a terror cell in the Arab village of Marda in
the Shomron this afternoon.  The suspects are alleged to have committed
several terrorist attacks, including the August 7th murder of Zohar Shurgi,
40, of Moshav Yafit.  Zohar, who left a wife and three children, was shot
to death on the Trans-Samaria Highway between Tapuach Junction and Ariel,
near Marda.

4. PRIME MINISTER SHARON WILLING TO GRANT ARABS PALESTINIAN STATE
Prime Minister Ariel Sharon stated last night, in an address to the
Teachers Union, that Israel is willing to grant the Palestinians an
independent state.  "Neither the Turks nor the British nor the Jordanians
nor the Egyptians" offered to create a Palestinian State, said the Prime
Minister.  Israel is willing to do so, he said, if the Palestinians prove
that they can enforce peace in Judea, Samaria and Gaza.  Sharon said that
PLO leader Yasser Arafat has made a serious effort to reduce the
warfare:  "He even went to Rafiach to bring quiet to that area - something
he has never done before."  [Ed. note:  A Channel Two news report directly
from the nearby IDF's Tarmit outpost, where at least 20 grenades were
hurled at the soldiers, indicated that Arafat had not been particularly
successful.]

The Yesha Council reacted to the Prime Minister's comments by saying that
"only a blind and callous leader" would offer the Palestinians an
independent state, "as the territory already in their control has become a
hotbed of terrorism and a base for suicide bombers."  Minister of Tourism
Rehavam Ze'evi stated that the proposal is in contradiction to the
coalition agreement, and that such a radical proposal was never brought to
the ministerial cabinet for approval.

5. JEWS UNDER TALIBAN
As the world prepares for a military onslaught on Afghanistan, and as the
last of the Western journalists leave the country, Arutz-7 spoke yesterday
with Naftali Cohen, who immigrated to Israel from Afghanistan 25 years
ago.  Cohen described his recollections of the land of his birth and his
thoughts about the warfare it is soon to face.  He immigrated with the last
wave of Afghani Jews, from the period of 1975 to 1982, at the age of
17.   "I have mixed emotions about the apparently upcoming attack," Cohen
said.  "On the one hand, like many Afghani expatriates, I have sympathy for
those Afghani Moslems with whom I was friendly."  Known for their
fundamentalist brand of Islam, the Afghanis are divided into two groups,
Sunnis and Shi'ites.  Naftali said he encountered anti-Semitism primarily
from the Shi'ite sector of the populace, who "hate the Jews more than the
Sunnis do."

One thing he is sure about, however, is that the invasion of Afghanistan by
U.S. ground troops will not be easy. "Look at the Soviets," he said, who
were essentially defeated by the Afghanis.  Air strikes, on the other hand,
will cause great suffering to the Afghani populace, while the Islamic
terrorists have many inaccessible hiding places.

Media reports indicate that there remain only two Jews in Afghanistan,
Yitzchak Levy and Zevulun Siman-Tov, both of whom live in Kabul.  Naftali
Cohen told Arutz-7 that he spoke with Siman-Tov recently, who is a
businessman with freedom of movement into and out of Afghanistan.  Both
Siman-Tov and Levy have family in Israel.

6. SNEH: BRITISH FOREIGN SECRETARY "STABBED ISRAEL IN THE BACK"
Much like his French counterpart last week, the British Foreign Secretary
painted Israel as a catalyst of terror rather than one of its main victims.

British Foreign Secretary Jack Straw said yesterday, on the eve of an
unprecedented visit to Iran, that international terrorism is fed by the
"fury in the Moslem world over the suffering of the Palestinian
Arabs."  Straw is due to arrive today in Iran, with the apparent intention
of getting that Moslem state to join the international coalition against
terrorism.  The Foreign Secretary will stop in Israel on Tuesday.

Transportation Minister Ephraim Sneh, in an angry reply to Straw's
comments, said that they portray Israel as a cause of terrorism rather than
a victim of it.  An exasperated Sneh repeatedly called such comments on the
eve of the British Foreign Secretary's trip to Iran "a stab in the back to
Israel."  Iran is known to be one of the chief sponsors of international
terrorism through the Hizbullah and other organizations.

7. ARAB EXHIBITION GLORIFIES THE MURDER OF JEWS
A replica of Sbarro's Pizzeria in Jerusalem, complete with the "kosher"
sign over the doorway, was the centerpiece of an exhibition in the PA town
of Shechem, marking the first anniversary of the opening of the current
PLO-led terrorist campaign against Israel.  Fifteen Israelis were
slaughtered in a suicide terrorist bombing at Sbarro's last month.  As part
of the exhibition, a performance artist wearing fatigues, a mask and
replicated explosives enters the "Sbarro" and sets off a simulated
explosion. The aftermath is imitation body parts and pizza strewn about the
display.

Typically, suicide bombers leave video recorded statements before setting
off on their final journey. That, too, is recreated with another piece of
installation art. Through dark windows visitors can see human figures
wearing clothing indicating that they are suicide bombers, holding a gun
and a copy of the Quran, Islam's holy book.

According to one of its organizers, quoted by the AP news service, the
exhibition is to encourage the visitors that the Jews will suffer as long
as the occupation continues.  However, laying bare the deeper meaning of
the exhibition is a final installation that brings to life an ancient,
well-known oral Moslem tradition forming the basis of Moslem law and
philosophy.  Behind a large rock stands the figure of Jewish man,
identified by his distinctively Orthodox clothing.  A recording plays from
inside the rock, "O believer! There is a Jew behind me! Come and kill him!"

8. OVERWHELMING MAJORITY OF ISRAELIS AGAINST PERES-ARAFAT MEET
Several polls taken over the past few days show that an overwhelming
majority of Israelis do not support a meeting between Foreign Minister
Shimon Peres and PLO leader Yasser Arafat. A Channel Two poll reported on
last night showed that 85% of those polled objected to such a meeting.
Similarly a self-selected poll on the Israeli MSN website indicated that
more than 76% of 7000 respondents voted against the meeting.

Irrespective of Israeli public sentiment in the matter, Foreign Minister
Shimon Peres said that calling off the meeting, as happened yesterday,
could lead to an increase in terrorist attacks. Media reports indicated
that the U.S. Secretary of State Colin Powell called Prime Minister Ariel
Sharon in an attempt to pressure him to allow the Peres-Arafat
meeting.  According to Knesset Member Tzvi Hendel (National Union-Yisrael
Beiteinu), "the only person in the Bush Administration pushing for a
meeting between Peres and Arafat is Colin Powell.  There is no American
pressure for a meeting."  The Prime Minister's Office also has denied that
there is any American pressure.  Shimon Peres, on the other hand, has
publicly taken the opposite tack.

According to MK Hendel, "There never was such a high level of sympathy for
the State of Israel in Congress and in the American media as there is
today. Whoever says that there is American pressure is lying."  Hendel
believes that the meeting would only cause tremendous damage to Israel and
prevent it from acting to dismantle the Palestinian Authority.  "We all
know that the overwhelming majority is against Peres. Even at the Labor
Party meeting today everyone criticized him," said Hendel.

9. MORE CLOSED MILITARY ZONES IN SAMARIA
The area between the Palestinian Authority-controlled towns of Tul Karem
and Jenin has been declared a closed military zone. The IDF's O.C. Central
Commander Maj.-Gen. Yitzchak Eitan ordered the change as a result of the
increasing number of terrorist attacks stemming from the areas of Jenin and
Tul Karem. The practical result of the closing of the zone is that only
persons with identification attesting to their residency in the area will
be allowed to pass through. Violators will be immediately arrested and face
criminal prosecution. In addition, the open-fire orders in the case of
perceived threats to soldiers or civilians in the zone will be relaxed.

PLO leader Yasser Arafat, responding to the decision to close the zone,
said that it constitutes a dangerous escalation, both militarily and
politically. Arafat told reporters in Gaza that he is acting to prevent the
closures of zones, which he said is intended to isolate various areas of
Samaria from each other. The Palestinian Authority has called for Arabs in
the isolated areas to confront the Israeli soldiers "with all available
means." An unnamed source in the Authority told the Voice of Palestine that
the Israeli move is "racist" and dangerous enough to lead to regional
conflagration.
