U.S. recovery: State CIOs intensify focus on security

IN THE AFTERMATH of last week's terrorist attacks on New York City and
Washington, the National Association of State Chief Information Officers
(NASCIO) today announced that it would place a greater focus on
government security and infrastructure issues. 

First on the NASCIO's to-do list is a CIO forum on state information
systems and infrastructure protection.  "We're looking to develop an
inter-state security information sharing and analysis center," said
Chris Dixon, NASCIO's digital government issues coordinator.  NASCIO,
through its Security and Reliability Team, led by Michigan CIO George
Boersma, will work with the National Governors' Association and the PCIS
[Partnership for Critical Infrastructure Security], to develop the
system. 

As with Y2K, each state CIO would have a means of collecting incident
data and reports from their state's enterprises, which would provide a
pool of data for early warnings and response, Dixon said. 

At the national level, CIOs would be able to report whatever data is
necessary for trend analysis for tracking coordinated attacks across the
country.  Early warnings could also be disseminated to the states, along
with response protocols, patches, upgrades, and 24x7 support, according
to Dixon. 

"We'll be able to develop a grand strategy of cyber-related incidents
across the nation," Dixon said. 

No dates have been announced, but Dixon said that a meeting is expected
in November to begin work.  He added that the first incarnation of the
program could be "fairly rudimentary," but that enhancements would be
ongoing. 

State information systems are essential to the critical infrastructure
of the country, said Dixon, and must be protected. 

"When you look at what happened in New York, having emergency management
is critical for state computer systems to be available and reliable,
whether it's for a basement hacker or a terrorist attack," Dixon said. 

Other NASCIO members agreed with that assessment. 

"These are among the most important things that we, as state CIOs, can
do to ensure America's national security," said Aldona Valicenti,
president of NASCIO and CIO of Kentucky, in a statement. 

In the meantime, the group's annual conference, scheduled for September
16-19 in New Orleans, has been cancelled due to the state CIOs' need to
concentrate on security issues within their home states.
