Confusion Reigns about Plane Crash; Missile or Bomb On-board

MOSCOW, RUSSIA -- Confusion and conflicting statements continue as a
major investigation of the Thursday crash of a Russian airliner begins. 
The plane, carrying 64 passengers and 12 crew on a flight from Israel,
crashed into the Black Sea after some sort of onboard explosion that
Russian officials said "could have been detonated by terrorists." Other
officially unconfirmed eyewitness accounts talk about unexplained
"bullet holes" in a section of the windshield of the crashed plane. 
Unnamed Western intelligence sources say that they have reason to
believe that the crash was caused by the plane being hit a
Surface-To-Air (SAM) missiles fired during a Ukrainian military training
exercise. 

All people on board were feared dead after the Sibir Airlines TU-154 jet
travelling to the Siberian city of Novosibirsk today crashed into the
sea 190km south of the Russian city of Sochi, the emergencies ministry
said.  "The aircraft disappeared from our radar screens at 13:45pm
(local time), an emergencies ministry spokesman said. 

President Vladimir Putin reportedly convened an emergency Kremlin
meeting following the crash and named the head of the Security Council,
Vladimir Rushailo, to head the investigation into the causes of the
crash. 

The White House on Friday said the United States had seen no evidence to
indicate that the Russian plane crash was the result of an act of
terrorism.  "At this time we still haven't seen anything that would
indicate it was terrorism," said White House spokesman Ari Fleischer. 

U.S.  officials have said all indications were the Tupolev-154 passenger
plane, flying from Tel Aviv to Novosibirsky in Siberia, was accidentally
shot down on Thursday by a surface-to-air missile fired during a
Ukrainian military exercise.  The Ukraine government has denied any
responsibility for the incident.
