In an Icelandic newspaper I read today an article about what Mr. Bush has
asked CIA to do in the war against Usama Bin Laden and his organization. The
article includes the importance of a document named: "Threat Matrix", which
CIA sends to the top national security and intelligence officials in the
Bush administration. This matrix presents the freshest and most sensitive
raw intelligence on dozens of threatened bombings, hijackings or poisonings.
Only threats deemed to have some credibility are included in the document.

I know the information in the Threat Matrix has the highest security
classification, but it would be interesting to know how such a matrix is
done, including the name of the columns and rows. If it is a good way to
show threat this could benefit police and security services in other
countries.
