Military wants to phase out of homeland security role

Joint Forces Command already has tapped groups of active-duty Army and Marine 
forces around the United States as ``rapid reaction forces'' and assigned 
them to be ready to move almost immediately into stricken areas. 

© October 27, 2001 WASHINGTON -- The armed forces will play a long-term role 
in defending the U.S. mainland against terrorist attacks but should largely 
``work ourselves out of a job'' as police and other civilian agencies build 
up their ability to meet the threat, the civilian director of the military's 
homeland security effort said Friday. Army Secretary Thomas E. White said the 
National Guardsmen now patrolling U.S. airports should gradually be 
supplanted by specially trained airport police. 

And though reserve and active-duty troops may be called on periodically to 
provide security at government buildings or civilian installations like 
nuclear power plants, White said those jobs should not be part of the 
military's permanent mission. But while its domestic role will be limited, 
White said the intensity of the military's involvement may be increased in 
some areas. The Norfolk-based U.S. Joint Forces Command, for example, is 
getting permanent responsibility for security at port facilities, and the 
North American Aerospace Defense Command has taken charge of tracking and, if 
necessary, attacking hostile aircraft. Since the Sept. 11 attacks on the 
Pentagon and the World Trade Center, Joint Forces Command has worked with the 
Navy to supplement Coast Guard patrols and inspections of commercial ships 
arriving in Hampton Roads and other ports. 

The Navy and the Coast Guard also are believed to be near agreement on a plan 
to provide 13 coastal patrol gunboats for Coast Guard use. The speedy, 
170-foot patrol boats are highly maneuverable. They're presently assigned to 
the U.S. Special Operations Command, which uses them to intercept suspected 
shipments of illegal drugs. 
Army Gen. William F. Kernan, head of the Joint Forces Command, told senators 
Thursday he's created a 90-person ``Homeland Security Directorate'' to 
organize the command's efforts to train and deploy forces around ports and to 
provide emergency aid to police, fire and rescue agencies dealing with 
chemical, biological and even nuclear attacks. 

Joint Forces Command already has tapped groups of active-duty Army and Marine 
forces around the United States as ``rapid reaction forces'' and assigned 
them to be ready to move almost immediately into stricken areas. Kernan is 
considered a likely candidate to head a new ``homeland security command'' the 
Pentagon may create to give its domestic defense role a higher profile and 
more clout in competing for appropriations. But White cautioned Friday that 
decisions about creating such a command, or simply continuing to divide 
homeland responsibilities between other four-star commanders, remain to be 
made.
