Japanese Tech Official Urges Enhanced Net Security

A senior Japanese technology official today urged Internet addressing
authorities to make the safety and security of the global Domain Name
System (DNS) a top priority. 
Kenji Kosaka, Japan's Senior Vice Minister for Public Management, Home
Affairs, Posts and Telecommunications today gave the opening keynote at
the annual meeting of the Internet Corporation for Assigned Names and
Numbers (ICANN). 
Originally slated as a forum to address ICANN governance, the meeting,
which is being held this week in Marina Del Rey, Calif., was refocused
to address Internet security in the wake of the Sept. 11 terrorist
attacks. 
"I was unpleasantly surprised to learn that ICANN decided to hold a
meeting focused on the security of the Internet only after the tragic
events of September 11," Kosaka said in prepared remarks. "As an
Internet user, I had assumed that this theme and related issues had been
fully resolved ages ago. 
"As the role and importance of the Internet has changed, it is becoming
more and more important to secure the safety security and stability of
the Internet as an integral part of the social infrastructure," Kosaka
added. 
In his remarks, Kosaka praised the U.S. Government for handing over
management of the Internet's addressing system to the not-for-profit
ICANN in the late 1990s. Kosaka also voiced support for ICANN's
decision-making process and the addressing policies that have been
enacted to date by the body 
Kosaka said that ICANN must play a key role in securing the systems that
lie at the heart of the Internet's addressing apparatus. 
"I would like to help establish a secure Internet through participating
in the ICANN process as an Internet user. Just like all other
governments, the Japanese government also has full confidence in and
high expectations for ICANN's efforts to operate a stable Internet,"
Kosaka. 
Kosaka made few specific recommendations for securing the DNS. 
ICANN officials say that they plan to hear this week from a bevy of
Internet security experts and hope to get a "status check" on the
security of the DNS and what, if anything, ICANN must do to improve
security. 
ICANN officials have said that they do not necessarily plan to enact any
major new policies this week.
