Urgent: Opportunity to remove anti-Palestinian clause from foreign aid bill
Members of the House and Senate Conference Committee for the 2002
Foreign Operations
Appropriation Bill (which allocates $2.76 billion in aid to Israel)
have been named, and may meet as early as tomorrow. The Foreign
Operations Bill was passed in both the House of Representatives and
the Senate, but the versions differ slightly. The purpose of the
Conference Committee is to unify the House and Senate versions of the
bill. This presents an opportunity to ask House and Senate Conference
Committee members to drop an anti-Palestinian clause that is currently
in the House version of the bill, but not the Senate version.
Sec. 562 of the House version of this bill is entitled the ‘PLO
Compliance Report.’ If passed, this section would hold the Palestine
Liberation Organization (PLO) and the Palestinian Authority (PA)
accountable to commitments made during the now-failed Oslo peace
process. If the President finds that the PLO or PA have not fulfilled
all of their commitments, then he is authorized to sanction the
Palestinian people, including cutting off U.S. economic assistance. In
contrast, this section does not hold Israel accountable to the
commitments that it made and does not permit the possibility of
sanctioning Israel if it has not fulfilled these commitments. This
provision is not found in the Senate version.
Please call or fax the following conferees and ask them to delete Sec.
562 of the House version from the version of the Foreign Operations
bill that is agreed upon in conference. [The list of conferees and a
sample letter are included after the Talking Points.]
Talking Points:
1) The ‘PLO Compliance Report’ is biased and unbalanced by holding
only one side to the Israeli-Palestinian conflict accountable to the
commitments that it made during the Oslo peace process. This
delegitimizes American efforts to serve as an ‘honest broker’ to
the conflict.
2) It is uncritical of the fact that Israel made numerous commitments
during the peace process which were not fulfilled or which were
violated. Thus, it will be viewed in the Arab and Muslim worlds as
another example of the United States siding with Israel and refusing
to hold Israel to the same standards as the Palestinians
3) It will make it more difficult for the United States to play a role
in ending the cycle of violence that has led to the death of hundreds
of Palestinian and Israeli civilians and to return the parties to the
negotiating table.
4) For all of these reasons, the Bush Administration actively and
successfully opposed similar language being included in the Senate
version of the Foreign Operations bill.
5) What is needed from the United States at this point is constructive
engagement in the Israeli-Palestinian conflict that focuses on
implementing the recommendations of the Mitchell Committee and
returning the parties to substantive negotiations. Assigning blame to
and punishing one side is counter-productive and harmful to achieving
this goal.
