By a vote of 391-4, the House passed H.R. 1259, a bill introduced by Rep. Connie Morella, R-Md., to establish the Maryland-based institute as the lead federal agency in computer security matters. "In today's environment, the intense need for this legislation is obvious," Morella said in a floor speech preceding the vote. "Following the devastating terrorist attacks of September 11th, Congress has passed legislation to secure much of our important infrastructure, and the administration has moved forward with many counter-terrorism proposals. But along with the real world, we need to protect ourselves in cyber-space." The bill mirrors legislation offered last year by former House Science Committee Chairman James Sensenbrenner, R-Wis., in response to consistent reports of poor computer security at federal agencies. That measure passed the House by a voice vote late last year, but never got off the ground in the Senate. While similar legislation has not yet been offered in the Senate, House Science Committee Chairman Sherwood Boehlert, R-N.Y., promised to work with Senate leaders to build support for passage of the bill. The Computer Security Enhancement Act would put NIST in charge of helping the private sector establish voluntary interoperability standards for public-key infrastructure systems, such as those used for doing business with the federal government. The bill also requires the undersecretary of commerce to establish a database on computer security threats and to make that list available to the public.
