I just feel as if I have to comment on the notion that the US will
defend its informaiton infrastructure with volenteers and spare funds
and time of computer experts.  This seems to me to be the most
ridiculous and inane thing I have ever seen in government, and that is
going a very very long way.  First they said that universities would do
the research for free and give it away.  Then they said the corporations
would defend everything on their own and coordinate it all through NIPC. 
Now they are looking at creating a version of the national guard.

When will those in government come to understand that informaiton
technology professionals are professionals? Not till the last visages of
the old empire are swept away... 

What will it take to defend information infrasture? A 20 year massive
program involving scores of billions of dollars a year, including tens
of billions in research and development, and a similar amount in
education.  What do we allocate?  Perhaps a few hundred million.
