Illegal arms bound for Iran to be sent back to Israel

The German authorities have released a shipment of military materiel
destined illegally for Iran and ordered the cargo sent back to Israel,
Israel Radio reports.  The shipment of rubber treads for armored
personnel carriers has been loaded on an Israeli vessel and is due to
leave the Hamburg port in a couple of hours.  It is expected to arrive
at the northern Israeli port city of Haifa in 12 days, the report adds. 

Germany confiscated the shipment a month ago after it arrived in Hamburg
and was found by custom authorities to have been put on a ship to Iran. 

The Israeli Defense Ministry confirmed yesterday that the shipment was
sent apparently by a private firm that had permission to sent the parts
to Thailand.  The ministry stressed that Israel continues to ban the
sale of military equipment to Iran.  The equipment was reportedly
purchased by the PAD company owned by Netanya arms dealer Avihai
Weinstein.  The authorities have handed over documents on PAD to Israeli
police to investigate, the radio says. 

The shipment including military equipment belonging to an Israeli
company and destined for Iran was impounded in Hamburg, according to a
German customs authority report confirmed by the Defense Ministry. 

A ministry statement Wednesday night stressed that Israel "prohibits the
sale of military equipment, spare parts, and weapons of any kind to
Iran," and will turn the matter over to the police for investigation. 

German customs officials reportedly received information that the German
company which purchased the goods plans to ship it to Iran. 

It is unknown whether Weinstein was aware of the final destination, but
according to Channel 1, he is related to Eli Cohen, who is suspected of
trying to sell tank engines to Iran three years ago. 

Cohen was never indicted, but the Defense Ministry suspended contacts
with his company and canceled his permits to export military equipment. 

German officials were not immediately available to comment. 

Channel 1 had said that a shipment was seized on an Israeli ship with a
crew composed of Israelis and foreigners.  The ship had been docked in
Hamburg for several days, according to the report. 

Channel 2 quoted German authorities as saying that a German company
bought the equipment and that it intended to ship it to Iran. 

In the past, Israeli arms merchants have been sentenced to prison for
selling military equipment to Iran.  In the 1980s, Israel was involved
in the complicated deal involving the US, Nicaragua, and Iran that
became known as "Irangate."

In January, the Supreme Court released its previously secret ruling
endorsing the decision of Tel Aviv District Court, which sentenced Nahum
Manbar to 16 years in prison for selling chemical warfare material to
Iran and rejecting his appeal against the conviction and sentence. 

The lower court accepted the state's assertion that in 1990 Manbar
signed a contract with Majid Abasfor, then head of Iran's
chemical-warfare project, to provide know-how for the establishment of a
factory producing high-concentrated (96 percent) thionyl chloride for
the production of nerve and mustard gas, a list of all the equipment
necessary for establishing such a factory, and the equipment itself. 

Manbar undertook to supply Iran with know-how and a list of all the
equipment necessary to build factories to produce mustard gas and three
types of nerve gas, including Tabun, Sarin, and Soman. 

In return, Iran paid Manbar $16 million. 

In 1993, Manbar signed a memorandum of understanding with Iran to
provide the know-how and a list of all the equipment necessary to build
a factory for the manufacture of binary shells carrying a nerve gas
known as VX.  In return, Manbar was to receive $2.4m.
