US 'knew' of threat to tourists in Indonesia

The United States allegedly received information signalling an attack
on a Western tourist site in Indonesia late last month, but Australia
failed to upgrade warnings to travellers.

A report in the Washington Post yesterday quoted intelligence
officials who said Bali was mentioned in an intelligence report
warning of the possible attack. The US previously denied receiving any
intelligence of a specific plan to target Bali.

The Federal Government has refused to say what it was told about
possible attacks against tourist sites in Indonesia, repeating that it
had no warning of a specific attack in Bali.

Although Australia issued a general warning to travellers in Indonesia
in early September, the US subsequently issued tougher warnings to its
citizens. US ambassador to Indonesia Ralph Boyce said the warnings
were based on specific and detailed intelligence about possible
threats in Indonesia.

Prime Minister John Howard said Australia's warning's had been "quite
strong" but said he was unaware of the US intelligence. "What I can
tell you is that there was nothing in the intelligence that
constituted a specific warning about this attack," he said.

Attorney General Daryl Williams refused to comment on the intelligence
reports, or the official warnings issued by the US embassy in Jakarta
last month.

On September 20, the US embassy said it had "received credible threat
information that Westerners in the Yogyakarta area may be targeted for
violence in the immediate future". A week later it warned: "Americans
and Westerners should avoid large gatherings and locations known to
cater primarily to a Western clientele such as bars, restaurants and
tourist areas."

Last Thursday, the US issued a worldwide warning of credible
indications that terrorists planned overseas attacks against soft
targets such as clubs and restaurants. After the warning, Mr Williams
warned of possible attacks against Australian energy facilities but
did not repeat the broader American warning against soft targets.

Before Saturday's attack, Australia's tourist advice warned against
travelling to some parts of Indonesia, but said "tourist services
elsewhere are operating normally, including Bali".

The advice said Australians should maintain a high level of personal
security awareness. It said large public gatherings should be avoided,
warned of past bombings in Jakarta and elsewhere and said there was an
ongoing risk of terrorist activity.

Foreign Minister Alexander Downer said he was satisfied the warning
was appropriate. "It did warn people of the dangers of going to
crowded places and... the danger of terrorism and bombs in Indonesia."
