Nuke command authority installed, PM to chair council 
 
Saturday, January 4, 2003 (New Delhi):

For the first time, India will have a nuclear command
authority, which will have the power to decide whether
and when to use nuclear weapons. 

At a meeting of the Cabinet Committee on Security
(CCS) in Delhi this evening, the government set up a
nuclear command authority, comprising a political
council chaired by Prime Minister Atal Bihari
Vajpayee. 

The nuclear command authority will be the only body to
sanction the use of nuclear weapons. It will be
assisted by an executive council chaired by the
national security advisor. 

There will be a commander-in-chief to head a Strategic
Forces Command to manage and administer all nuclear
and strategic forces. 

The cabinet also approved the arrangement of alternate
chains of command for retaliatory nuclear strikes in
all eventualities.

The CCS has also reiterated India's nuclear doctrine.
It is as follows:


Building and maintaining a credible minimum deterrent.


Nuclear weapons will only be used in retaliation to a
nuclear attack on Indian territory or on Indian forces
anywhere.


And in the event of a major attack against India or
Indian forces anywhere, by biological or chemical
weapons, India will retain the option of retaliating
with nuclear weapons.
