ISI doubles incentives for terrorist outfits

The Inter-Services Intelligence has doubled the
incentive for terrorist organisations carrying out
attacks in India.


According to a report submitted to the government, it
has set up a Refugee Maintenance Cell, which provides
daily allowances to terrorists of every outfit.


Quoting interrogation reports of several terrorists
arrested by security forces, the report says that a
retired Pakistani colonel, Abdul Rehman, heads the
RMC.


Rehman, who has served in Bangladesh, is also
responsible for providing additional allowances to
terrorists staying in refugee camps. The inmates of
these camps are shown to the world community as
migrants from Jammu and Kashmir.


The amount spent on launching of terrorist detachments
into the valley is taken from the operational money,
the report says and adds that every outfit has its
launching detachments located along the Line of
Control.


The report says that as per the new formula, small
terrorist outfits like the Al-Barq get Rs 700,000 per
month for their operational expenses while larger
organisations like the Hizbul Mujahideen receive
nearly Rs 5 million.


The money is handed over to the outfit's branch in
Pakistan, which then sends it across the border, the
report says.


It says that in order to maintain an easy flow of
money into the valley, the ISI has enlisted several
Dubai-based businessmen.


A brigadier, positioned at a camp called &#145;Hamza'
in Rawalpindi, pays the money to the terrorist
outfits, the report says.


Separate funds are given to run the Pakistan-occupied
Kashmir chapter of the All-Party Hurriyat Conference.
A large amount of money is also passed on to
separatist leaders in Jammu and Kashmir, who give it
to the victims of violence.

The Hizbul Mujahideen is the only organisation that
gets funds from the Jamaat-e-Ialami of Pakistan in
addition to what it gets from the ISI, the report
says. It is also the only outfit that, besides other
benefits, is provided with Rs 500 as personal expenses
to each of its cadre.
