Winn Schwartau questions an assertion from Rich Mogull, Gartner's director
of information security and risk research, that cyberterrorism is mainly a
theory, and companies should focus on threats already known to exist. Mr.
Schwartau argues it is necessary to prepare for possible future risks. In
his 1993 book "Information Warfare," Mr. Schwartau defined three classes of
such warfare: Class 1, personal; Class 2, industrial espionage and crime;
and Class 3, terrorist attacks against infrastructure. Both Class 1 and
Class 2 were theory when his book was published, but have since become
reality. Mr. Schwartau gives an example of a possible terrorist attack, in
which hospital records are changed resulting in a number of deaths. He also
give an example of a physical attack to outline future threats --
high-energy radio frequency guns can destroy the electronic circuits of a
corporate wireless network. Mr. Schwartau concludes that security experts
must focus on the capabilities rather than the motives of potential
adversaries.
