In retaliation for getting CompuServe to ban 200+ Usenet Newsgroups,
some American attackers have started an E-mail spamming attack against
German computers.  They have apparently also threatened to infect German
networks with computer viruses.  German government spokespeople in
London and Bonn claim that no damage has yet been done but "If there is,
let's say a virus attack or computer damage intentionally created, of
course it is a crime.  This crime will be prosecuted," (German Embassy,
London).  The Justice Ministry in Bonn stated "In some states, even out
of the EU we have agreements, for example that the US legal system would
help us to find any people that have done crime in Germany.  Under those
agreements the US take them to court."

Now that I think on it, there was the German's operation BERNHARDT,
counterfieting Bank of England 5 pound notes during WWII.  Some of it got
used to pay overseas espionage agents, but a bulk was never used.
