Clearly a statement made for public consumption.  Quite probably the 
person who drafted it realized it was totally out of touch with reality.

If [someone] sets up a robot to download a variety of viruses into
target systems, and he carefully plans his route to the robot so that he
bypasses all routers that do logging and systems that do logging, then
there is no way that anybody (including NSA) is going to trace him. 

Even the most magnificent Justice Ministry in Bonn (in a country with 
mechanical switches that make it extremely difficult to trace anything)
can't catch [someone] who uses stealth, back doors, and leaves no tracks.
