  You're crossing your wires here, Roger.  I fully agree in the "CyberCom"
concept -- as a joint service (a la StratCom) -- NOT as a separate service.
We already have too much rice-bowl politicking inside the Beltway without
muddying the waters even further by standing up a multiply-redundant
"InfoService."  We have to all learn to play together nicely in the coming
century, anyway, if we're going to continue to be a superpower.  It would
be better to pool the talent and resources of the existing services and
have a rotating flag at the helm.  (I suppose the warfighting requirement
ruins my previously-voiced support for a DISA-led effort [Nov95 SIGNAL, p.73])

THE WAYS IN WHICH INFORMATION CONTRIBUTES TO FRIENDLY MISSION SUCCESS
