The US listening posts just off the coast are real good places 
to stay out of.

Based on stuff heard, both governments have resorted to mailbombing each 
other.  There are X.25 lines into the mainland where the government control
isn't as tight as the Communist Party would like it to be.  There are 
also a couple of foreign sats downlinking to the mainland where once again 
the government would like to exercise more control.
