Given the nature of guerilla war, it would be difficult for such a diffuse and covert group that is larger than a terrorist cell, hence easier to detect because of the size of a typical guerilla scenarios. But, a small, well trained and motivated group of terrorists that are focused and financed-, that seems to be the most possible and probable situation in which a successfukl IWAR attack might occur-based on today's technology and world situation.
