Good question - in the same vein the significant loss of key people (whole
offices)  is bound to directly affect certain business sectors on a
protracted basis. This is not like the loss of a single individual who can
be replaced by chain of command, this was a loss of multiple complete chains
of command on at least a regional basis and the supporting documentation for
those groups (barring any effective DR activity of course).
