Russian President Vladimir Putin was one of the first world leaders to send a letter of condolence to President George W. Bush in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon. In his letter, Putin expressed his deep shock at the "barbaric terrorist acts against innocent people," Itar-TASS reported. The Russian President added that his country stands ready "to work with the USA to prevent any future terrorist attacks." In a special statement addressed to the American people and televised by the RTR state television channel, Putin further stressed that "the United States faced an unprecedented act of aggression from international terrorism," and that the tragic events transcend national boundaries and in fact are an "arrogant challenge to all of mankind." Putin also emphasized that Russia "completely shares America's pain," and called for unity in efforts to eradicate terrorism, which he termed was the "plague of the XXI century." RUSSIA TAKES ITS OWN SECURITY PRECAUTIONS. In the wake of the bombings, President Putin convened a Kremlin emergency meeting of Russia's intelligence, security and law enforcement agency chiefs to discuss the security situation, the pro-government Izvestiya reported. Putin ordered all air defense systems and MVD Internal troops to be placed on full alert and reinforced security around vital strategic locations, especially nuclear sites. RUSSIAN POLITICIANS REACT. The terrorist attacks on the U.S. elicited a variety of reactions from Russian politicians, Itar-TASS reports. Vladimir Pekhtin, leader of the pro-Putin Unity faction in the Duma, declared that terrorism will force America to defend herself, just as Russia already has. Sergei Ivanenko, deputy head of the Yabloko faction, stated that "terrorists craftily planned and carefully prepared these monstrous acts to demonstrate to the world their capacity to intimidate civilized mankind," and that "Russia should back the USA," regardless of how harsh a response is launched from Washington. Dmitrii Rogozin, head of the Duma Committee for Foreign Affairs, however, used the opportunity to assert that the world faces threats different from "the types of threats the U.S. leadership speaks about in trying to abandon the ABM Treaty," ORT television reported. The U.S. "should show maximum patience so as not hit a wrong target" in its response, Rogozin added. September 12: WHAT DID RUSSIAN INTELLIGENCE KNOW? Izvestiya has reported that a high-ranking representative of Russia's Foreign Intelligence Service (SVR) handed over information about the possible perpetrators of the suicide bombings to CIA officials in Langley, Virginia. According to SVR data, the attack on U.S. was coordinated by Saudi terrorist financier Osama bin Laden, but performed by a cluster of Muslim extremist organizations headed by the Pakistani- and Saudi-based Jamiyat al-Islamiya. SVR also maintained that the group, which controls approximately 400 suicide bombers, is preparing new attacks on American nuclear and space installations. Later, however, Tatyana Samolis, press secretary to SVR director Sergei Lebedev, denied the transfer of information, telling Itar-TASS that "there was no information-sharing as there was no meeting between top officials of the CIA and SVR." [Editor's Note: The denials by the SVR reflect growing Russian concerns about events surrounding the attacks on the United States. First, many observed that the terrorist strikes coincided with the anniversaries of the terrorist explosions in Moscow on September 8th and 13th, 1999, which killed 128 people and sparked the second Chechen war.
