It seems to me that the thing we need to be able to do on a large scale
is to be able to stop viruses that are coming close to the edge of
causing global routing failures be launching denial of service attacks
against computers that are causing the problems.  Self-defense of the
infrastructure...  Currently illegal as far as I can tell - perhaps even
terririst according to the proposed laws.
