BODY: After the destruction of the city's emergency management bunker in the World Trade Center attack, concerns are being raised about the NYPD's plan to build a backup 911 center adjacent to Police Headquarters. The long-delayed project is finally moving forward while extraordinary security measures have been implemented to defend the headquarters from assault. "In the aftermath of the terrorist attack, they might want to look at that decision again," said Thomas Reppetto, head of the Citizens Crime Commission. "[The 911 center] could have the same fate as the emergency command center." City Councilman Sheldon Leffler (D-Queens), who heads the Public Safety Committee, said security issues about locating the 911 center so close to Police Headquarters had not been debated before - but should be. "I think the next mayoral administration in January will obviously review it," he said. He said putting the project on hold would not be a major setback because the backup 911 center is already four years late. It was proposed in 1991 and scheduled to be completed in 1997, according to Leffler. The backup center - known as the Public Safety Answering Center 2 would kick into operation if a catastrophic failure occurred at the main 911 facility, located in the MetroTech complex in downtown Brooklyn. Site defended City officials chose a Fire Department back office building at 109 Park Row as the site for the backup center. That building is scheduled for demolition next month to make way for the 911 facility. "There is no absolutely, totally impregnable location available in the city," said Steven Fishner, the city's criminal justice coordinator. "But balancing all the factors, it still makes sense to go forward at this site." Asked if there had been discussions since Sept. 11 about alternative locations, he replied, "Nothing that I would want to talk about publicly." Mayor Giuliani and Office of Emergency Management officials had brushed aside questions two years ago about locating the city command center on the 23rd floor of 7 World Trade Center. That decision proved to be a blunder when the twin towers collapsed and buried the $13 million bunker. At a public hearing last spring, Police Commissioner Bernard Kerik pegged the cost of the backup 911 center at $172.9 million. He said the completion date is July 2004. While NYPD officials have insisted there have been no credible threats against Police Headquarters, security around the 14-story building has been beefed up considerably in recent weeks. Cops toting machine guns and rifles are posted around the perimeter. Concrete barriers and a dump truck have been stationed nearby to prevent the possibility of a suicide bomber driving into the building. And starting today, all cops stationed at the headquarters must report in uniform in case they are needed in an emergency evacuation. No phone service Headquarters' phone lines were knocked out when the World Trade Center fell, and many lines remain out of service. Jerry Hauer, the city's former director of emergency management who helped select the Trade Center site for the bunker, said the new location is "probably okay." "Police Headquarters is a pretty frozen environment," he said. "If somebody wants to crash a plane there, you have a problem, but access on the ground would be pretty tough right now." Hauer said the main 911 center in Brooklyn may be vulnerable, so the city should consider creating a third, small-scale 911 center in another part of the city as an added safeguard. ------------------------ Yahoo!
