The Egyptair event may have nothing to do with 9/11, yet it is no 
particular reflection on the Egyptian government, especially at this date, 
to investigate and report upon the status of a linkage if may be thought to 
exist upon re-examination.  The fact that some terrorists are Egyptian is 
not, in itself, a measure of the Egyptian government (not that the Egyptair 
pilot was a terrorist in any case.)

The issue of inside/outside US territory will effect jurisdictional issues, 
but we all know that there are "NGO"s whose efforts do not respect such 
boundaries, and a renewed awareness that investigative and remedial efforts 
will need to be commensurately transnational.
