This issue of my communique carries a link (see story #4) regarding
China's movement of troops to the border of Afghanistan. It asserts
that they have been sent there to back the Taleban. This seems
strange, given Beijing's official approval of the anti-terror
alliance and action. Has anyone seen any support for this view?

Tactical Nuclear Weapons Deployed
DEBKAfile's military and intelligence sources report that Presidents
George W. Bush and Vladimir Putin, in a single 70-minuted
conversation on September 23, eleven days after the terrorist
assaults in New York and Washington, agreed on the deployment of
tactical weapons. This is an epic shift in the global balance of
strength.

Taliban Implement Jihad
Taliban leader Mulla Muhammad Omar has implemented the Ulema
council's decree on Jihad against the United States and its Western
allies, IRNA reported, saying Jihad is binding on the people of
Afghanistan and all Muslims. The Ulema council, in a September
meeting, decided that Jihad would be obligatory on Afghans and other
Muslims under Islamic Sharia if the United States attacked
Afghanistan, the NNI news agency reported.

Pakistan - A Friend of the United States?
Colin Powell calls Pakistan a friend of the US and goes forward to
make a deal with a country that has emerged as one of the world's
principal patrons of terrorism. Pakistan is not just the mentor of
the Taliban but its creator. The Taliban militia was formed by the
Pakistani government in the mid 1990s ... The entire Taliban command,
control and communications system is maintained by the Pakistani
military.

China Moves Forces into Afghanistan
Before even the launching of the major US military offensive in
Afghanistan, long Chinese convoys were carrying armed Chinese Muslim
servicemen through northwest China into Afghanistan, according to
DEBKAfile's intelligence experts. They were sent in to fight
alongside the ruling Taliban and Osama Bin Laden's Al Qaeda.

200 attacks on Sikhs reported in US in one week
Despite calls for tolerance and restraint by authorities, at least
200 attacks on Sikhs and 540 on Arab-Americans have been reported in
the US in the week following the September 11 terror attacks on New
York and Washington, international human rights watchdog Amnesty
International has said.
"Mosques, Hindu temples and community centres have been attacked and
vandalised in countries as diverse as India, the United Kingdom,
Poland and Denmark," Amnesty said in a report.

Cyberspies and saboteurs: Hackers on the payroll of U.S. security agencies
As U.S. Defence Secretary Donald Rumsfeld unleashes a "shadow war" of
covert special-forces operations against terrorist Osama bin Laden,
he is sending into action many high-tech warriors who have neither
guns nor grenades, and whose combat missions won't take them anywhere
near Afghanistan. Their brand of fighting goes by the
innocent-sounding term of "computer network exploitation." Most
people would simply call them computer hackers. But unlike
rebellious teenagers sitting at their bedroom computers, these
hackers work for intelligence agencies and have advanced training in
computer science, math and cryptology.
