Bin Laden To Buy Anthrax Spores In Russia Russia appears to be a likely
source of the anthrax outbreak in the United States, David Kelly, a
senior adviser to UN weapons inspectors for Iraq speculated on Thursday. 
The first candidate so far has been Iraq, but according to Kelly,
Russia's military industrial complex may take the lead.  Among other
suspicious countries are Iran, North Korea, Libya, Cuba, Egypt and
Pakistan. 

According to Independent, Osama bin Laden has tried to buy ingredients
for weapons of mass destruction in Russia in recent years.  The URSS set
up a secret germ warfare programme in 1970 despite treaty commitments to
destroy all its anthrax and other germ warfare stocks, the newspaper
says.  Some experts believe that parts of the programme are still
operating today. 

Scientists who worked on the programme until it was officially shut down
in 1992 and who consequently lost their job might be forced to sell
their secrets.  For example, the Soviet agency known as Biopreparat
employed about 4,000 of professional scientists. 

The information on the programme was revealed to the CIA by Ken Alibek,
the deputy director of Biopreparat.  Alibek told that the Soviet Union
churned out two tons of anthrax a day.  He said Russian officials
covered up an outbreak of anthrax in the Urals in 1979.  Alibek told
that some departments of Biopreparat are still running with a very high
level of secrecy.
