You get what you pay for.  And now that Pakistan is getting it, Pakistan is
paying for it.
No one who buys a vise for use in woodworking ever gives a moment's thought
to getting
hurt by it.  It would seem that current risk management techniques and
practices could 
stand some improvement, and perhaps a longer time horizon in the planning
process.
