Palestinians Outlaw Wing of PLO

JERUSALEM -- The Palestinian leadership has outlawed the group that
claimed responsibility for the assassination of an Israeli Cabinet
minister, after Israeli troops tightened their grip on six West Bank
towns. 

On Monday, a Palestinian opened fired at passers-by in a Jerusalem
shopping district, injuring at least four people before being shot dead
by an Israeli soldier, police said.  Paramedics said four bystanders
were wounded, two seriously. 

At its weekly meeting Sunday in Gaza, the Palestinian National Security
Council singled out the armed wing of a radical PLO faction, the Popular
Front for the Liberation of Palestine. 

The PFLP said its men killed Israeli Cabinet minister Rehavam Zeevi last
Wednesday, revenge for Israel's killing of the PFLP leader Mustafa Zibri
in an Aug.  27 missile attack.  Israel said it targeted Zibri because he
had organized car bombings carried out by the group. 

The ban came as Israeli tanks and troops dug in around six of the eight
West Bank towns turned over to Palestinian control starting in 1994. 

Monday's shooting took place in the Talpiot neighborhood in southern
Jerusalem, an area of shopping malls, car repair shops and wholesale
outlets. 

The assailant was a resident of the West Bank, and without warning
opened fire at passers-by with a pistol, said Jerusalem Police Chief
Micky Levy.  A soldier killed the gunman, Levy said. 

On Sunday, the Israelis moved deeper into both Bethlehem and Ramallah. 
In Bethlehem, three Palestinians -- a police officer and two civilians
-- were killed by Israeli gunfire Sunday.  A tank shell fell about 55
yards from the Church of the Nativity, marking the traditional
birthplace of Jesus.  Palestinians said two people were wounded.  The
Israeli military said soldiers fired a tank shell after armed
Palestinians shot at them. 

At the Vatican Sunday, Pope John Paul II expressed sorrow over the
killing of a 19-year-old Palestinian Saturday near the Church of the
Nativity, apparently by a stray bullet fired from a distance. 

The Israeli incursions followed the assassination, as Israel demanded
that the Palestinians arrest the killers and hand them over to Israel. 
The Palestinians responded by rounding up 20 PFLP activists, but said
they would not be turned over to Israel. 

Also, Yasser Arafat's Palestinian Authority outlawed any group that acts
against the terms of a cease-fire, announced Sept.  26 but never fully
implemented.  But the PFLP was not mentioned specifically until Sunday
night. 

Naming the PFLP's Abu Ali Mustafa Brigades, the council said they were
responsible for last Wednesday's killing of Zeevi, thereby allowing
Israel to justify and rationalize its incursion into the West Bank. 

"We consider this group outlawed and it will be pursued, " the council
said in a statement. 

But Palestinian Information Minister Yasser Abed Rabbo appeared to imply
action wouldn't be taken so long as Israeli forces remained in
Palestinian territory. 

"Where the Israeli army is invading Palestinian cities and occupying the
hearts of the cities you want the Palestinian Security forces to be
involved in other measures and in other tasks? " he told Israeli TV. 

In Jenin, doctors said 10-year-old Ghadah Ayaseh from nearby Sanoor
village was shot dead in her home and two other children were wounded by
Israeli fire at houses near an abandoned position of the Force 17
Palestinian security force. 

Witnesses said the Force 17 post itself was flattened by Israeli tank
fire. 

The military said that troops opened fire with assault rifles and threw
a hand grenade at an armed man who appeared to be planting a bomb near
an army position. 

Also, the Palestinian Health Ministry announced that 15-year-old Ahmed
Abu Mandeel, who was shot in the chest during a clash with soldiers in
the Gaza Strip on Sept.  29 died of his injuries on Sunday in a hospital
in Amman, Jordan, where he had been sent for treatment. 

After nightfall Sunday, Palestinian gunmen opened fire from Beit Jalla
on the Jewish neighborhood of Gilo in a disputed part of Jerusalem,
Israeli police said. 

North of Jerusalem, Israeli troops also moved further into Ramallah, the
seat of Arafat's government in the West Bank, and took over the
Palestinian Local Affairs Ministry. 

Fighting began in September 2000 as the Palestinians and Israel's
previous, more dovish government could not agree on terms for a final
peace deal. 

At Sunday's meeting of Israel's Cabinet, Prime Minister Ariel Sharon
said peace negotiations could resume only after all Palestinian violence
stops, militants groups are disarmed, militants are arrested and Zeevi's
killers turned over.
