 EDITORIALS


In the wake of the September events in the US, calls have been raised
against Arab and Islamic nations; calls which spell out more economic
marginalization for them than ever before. It is a must that Arabs and
Muslims engage the West in an in-depth dialogue with the purpose of
probing the quintessence of the Islamic religion; a dialogue which
seeks to correct the misconceptions prevailing about Islam and to
remove all confusion likely to associate it with terrorism. Meanwhile,
steps should be taken to expedite Arab and Muslim integration into the
global economy. Isolationism is by no means a solution particularly
not in a world where even the strong and mighty will unite

 The Israeli reoccupation of Palestinian territories, the destruction
of Palestinian properties, the killing and the displacement of a
Palestinian people under siege all amidst a complete international
silence, is tantamount to a conspiracy planned and executed by Israel,
the occupying state assisted and abetted by a disabled international
organization; indeed by a puppet Security Council applying a double
standard policy. The Palestinian issue stands as clear as sunshine. It
calls for a firm stance by the Security Council divorced of dual
standards. It is imperative that international forces be dispatched to
protect Palestinians in the occupied territories.
Meanwhile, the US, Europe, Russia and all other major powers should
sponsor peace negotiations to be held extensively to implement
Security Council Resolution 242 amnd 338, and the land-for-peace
formula. Phases of the final status agreement should come into effect
without procrastination on Israel's part as also the establishment of
a Palestinian state with East Jerusalem as its capital. Otherwise a
regional explosion will be inevitable, whereby the Middle East plunges
into a whirlpool of violence with none to spare.

 The recent Israeli reoccupation of Palestinian Self-Rule Areas is
evidence, if any is needed, that the Sharon governmnt has no peace
agenda. Under Sharon, Tel Aviv seizes every opportunity it has
available to fish into troubled water, indeed to renege on previously
signed peace agreements.
Our message here is this: No escalation of Israeli crimes can possibly
bring the Palestinian people to their knees; nor will they be forced
to accept a diminished peace. For us, Arabs to cooperate in America's
war on terror, we must first see an end to Israeli terrorism.

 Saudi-born dissident Osama bin l.aden is not the only one giving US
President George W. Bush a hard ride. Israeli Premier Arlel Sharon has
thrown down the gauntlet to the embattled Bush. Much to his ally's
chagrin, the hardline Israeli Premier is bearing down more heavily
than ever on the Palestinians, thereby adding fuel to the regional
fire.
In the aftermath of the September 11 attacks, Bush has been keen to
rally world support to his avowed campaign against terrorism. Since
his country experienced its worst terrorist assaults, Bush Is
understandably making the anti-terror battle top priority on his
presidential agenda. That said, be will not tolerate any distraction.
Bush cannot afford to alienate Arabs and Muslims. But to win over
their hearts and minds, the US has to prove its mettle as an honest
peace broker. Nowhere could this be better shown than In the handling
of the long-standing Palestinian-lsraeli conflict.
But Sharon Is unwilling to toe the line. In past weeks, Palestinlans
have been the target of a brutal Israell clampdown which leaves no
room for Bush to feel optimistic. After a brief pause, apparently
under US pressure, Sharon Is backing to the widely condemned policy of
assassinating Palestinian activists. The latest Israell incursion Into
Palestinlan self-rule areas are a typical example of Sharon's
frustrating tactics. As blatant violatlons of Interlm peace pacts,
these Invaslons thrust Into focus how the army
general-turned-politiclan views peace.
When the 11 September attacks took place, Sharon deemed them a
windfall. With the whole world, Including the US, preoccupied with the
aftermath, he would have a full rein In bringing defiant Palestinians
to their knees. His calculations soon proved mistaken. Washington said
It was interested in seeing Palestinians and Israelis back at the
negotiating table. Sharon's disappointment deepened, when two weeks
ago, Bush declared his backing for the creation of a Palestinian
state. Since last month's attacks on New York and Washington, Israel
has taken a back seat, a situation which Is irksome to Sharon.
In sharp contrast, Palestinian President Yasser Arafat has left no
doubt about his interest In peace and chose to side with Washington in
its war against terrorism. These choices have further thrown Sharon
off balance. His renewed terror campaign is a symptom of his
miscalculation and frustrated hopes. A rash and ruthless politician,
Sharon is unhesitatingly spoiling Bush's relentless bids to focus the
world attention, efforts and resources on his "sweeping and prolonged"
war against terrorism.

 ARTICLES AND COMMENTARIES


No longer is it a secret that there exist in the US administration,
Congress and media those who would not have the attempts made to
uproot international terrorism with insuring a solution of the current
Middle East crisis. However naive they are in believing this, they do
recognize that calls for US intervention in support of the peace
process are premised on the visions of those leaders most committed to
peace, and to the culture of peace.
As I see it, then, the issue stands that some American newspapers
would capitalize on public rage to offset the influence of President
Mubarak's statements over the past month. This will be more obvious
given the fact that most Americans were and still are in the dark
about Israeli practices in the occupied territories.

 On the remarks given by US senators John MacCain (Rep. Arizona) and
Joseph Lieberman (Dem. Connecticut) in which they demanded Egypt and
Saudi Arabia to define their positions on whether or not they support
the US in its war on terror:
US Secretary of State Colin Powell has spared us the effort of
responding. Asked to comment on these harsh remarks, Powell has told
American viewers that Egyptians and Saudis are "with us," and that
they have met all our demands.
One of the most important reasons for the prejudice shown by the two
senators may be the impact they feel President Mubarak's statements
have had on American public opinion. The American response has been
counter to the Zioinist campaign instigating against Arabs and
Muslims.

that these events provided the US with the pretext it needed to regain

between China and Asian Islamic countries

 I appreciate US Secretary of State Powell's refuting baseless claims
by Senators John McCain and Joseph Lieberman against Egypt and Saudi
Arabia, whose efforts in the fight against terrorism were acknowledged
by Powell himself. [Egypt and Saudi Arabia] are with us. It is not the
US place to order them to muzzle those who speak out against us,"
Powell said.
McCain and Lieberman were not telling the truth when they cast doubt
on the roles of Egypt and Saudi Arabia in eradicating terrorism. The
Egyptian people and government worked hand in hand in their relentless
campaign against terrorism. Unfortantely, some hear and read distorted
accounts of how Egypt once supported terrorist organizations
financially.
Powell's appeal to the US military to finish its task against Taliban
and bin Laden before Muslims worldwide celebrate the holy fasting
month of Ramadan leads to speculation that he expects concrete results
from the US-led campaign in Afghanistan. Eleven days on, and still the
Americans have not said whether they have attained any of their
targets.
In the meantime, the American people and members of the US-led
alliance are surprised that the Northern Alliance in Afghanistan has
failed to clinch a decisive victory. Whether the US is hesitant to
give full support to the Northern Alliance, which may not be able to
take Kabul and Kandahar, is still uncertain, but while it announced
that its troops had stopped short of Mazar e-Sharif the Taliban
quickly retorted that its forces had inflicted heavy casualties on the
Northern Alliance and forced them to retreat
Why has enthusiasm for King Zaher Shah waned? Did Washington
eventually realize that the king is unpopular with his subjects, even
though he and his entourage had pledged their allegiance to the US? In
an interview with the German newspaper Die Welt, Zaher Shah said that
Western support was crucial for establishing a transitional government
in Afghanistan.
Without explanation, the US bombardment of Kabul and Kandahar has been
stopped for the past two days. Some said that the Americans were
taking a weekend break. Others alleged that personnel were busy
searching for the bodies of crew, whose aircraft had been shot down.
Pakistan's President Pervez Musharraf has appealed to the Americans to
stop their attacks for Ramadan. Taliban security chief Kadari
Ahmadaallah harshly reminded Musharraf that he was an enemy of the
Taliban and that he would be the next target when the time comes.
Such is the bewildering situation in Central Asia.

nThe government will soon open talks with the European Union (EU) to
determine specific programs to upgrade trade and increase the
competitiveness of Egyptian exports.
The negotiations will focus on creating mechanisms to modernize trade,
develop commercial institutions, increase the competitiveness of
Egyptian commodities and boost exports, EU Ambassador to Egypt Ian
Boag said on Sunday.
Speaking on the sidelines of the Arab-German Economic Conference, Boag
said that Egypt would be able to make use of the EU partnership
agreement. He expressed hope that Egypt would begin to implement the
industrial modernization programs outlined during earlier Egypt-EU
talks.
Meanwhile, Egypt announced that it would send a delegation to attend
the Mediterranean Forum in Sorrento, Italy, that starts on Thursday.
The two-day forum will explore various means of cultural, social and
economic cooperation between Mediterranean countries, including free
trade with the EU.
