Any type of action like this is a game.  Is it disinformation,
deception, misdirection -we did that in Kuwait and it caused 10,000
heavy mech tanks and troops to move to the shores of Kuwait only a few
hours before we attacked Iraq-or a coindidence? No one ever knows until
long after if too late, unless they are every good at figuring our who
is their tormenter amount thousands if not far more.  
In other words, there is always a strategy by which one side hope to
win the fight.  Winning battles-a tactical matter-is where things get
messy. The key is you have to win most of the critical battles to win
at strategy-i.e. the war.
