In the translation, yes, it means "student".  And who knows the panoply of 
varied forces that lay behind propping up the Taliban for many years, and 
whether the Taliban leadership knows the Qur'an in great depth.  But I will 
wager that the bulk of a million farmers and peasants who see themselves as 
Taliban supporters see themselves as Muslims, and from what I've read, all 
they need to do is believe "there is no God but Allah, and Mohammed is his 
(last) messenger" to be real Muslims.  In that narrow regard, the Taliban 
qualify as a "valid" Muslim movement, fringe as it may be to most of Islam 
in its interpretations and practices.

Granted.  Similarly, Israeli settlements in the West Bank and Gaza, 
referred to as the "occupied" or "contested" or "Palestinian Controlled 
(?)" territories seized in the 1967 "Six Day War" are an instance of hoping 
to exert this "Possession is 9/10s of the Law" property.

Yes, I understand that.  But a government that takes a greater interest in 
inclusiveness in order to gain extended support and build infrastructure 
would perhaps have fared better in weathering a series of droughts.
