DNS root system is to remain under supervision of US

The USA do not want to give the check up of the central a-root-server. 
Avowed this week a representative national of the Telecommunication and
information administration (NTIA), responsible for the supervision over
the US Telecommarkt.  " we do not have any plans the political check of
the a-root-server to transfer ", so the expression from Nancy Victory
opposite that national Journal's Technology DAILY one .  The
a-root-server within the system of the DNS root servers is the
authoritative source for the address queries in the network. 

Generally had been assumed the Internet corporation was to take over for
Assigned Names and Numbers (ICANN) after a transition period the
supervision over the authoritative zone file and the system of the 13
root zone servers.  One sees in the expressions of Victory no
contradiction to existing agreements and contracts like the White PAPER
and the memorandum OF Understanding ( MoU ) between the ICANN and to the
department OF Commerce ( DoC ), said to Victorys speaker opposite heise

Actually however the intention of the DoC is held of making " a
declaration/agreement with an non for profit organization in the MoU
with which a transition process is regulated by the current
administration of the DNS by the government to such an institution ".

supranational organizations should be taken part as representatives of
governments in the management the Internet name and numbers.  "

approved of the NTIA, which OF Commerce is subordinated to the US
department.  Even the simple modification of name servers for country
Domains ( ccTLDs ) world-wide must be absegnet therefore not only with
the ICANN, but also with the NTIA.  That leads not least to some time
delays in operation.  Above all however numerous governments connected
the expectation of a separation of the DNS supervision of US-American
authorities with the establishment of ICANN. 

The representative of the German Ministry of Economic Affairs within the
government adviser in such a way specified ( Governmental Advisory
Committee ), Michael Leibrandt, appeared therefore also surprised at
Victorys expression.  Leibrandt, would have several times, thus demanded
the final transition also the authority with passed ICANN meeting
government representative over the root servers. 

Also the ICANN holds officially to the termination of the US special
role.  ICANN spokeswoman Mary Hewitt divided on request with: " the
ICANN assumes the US Government without restriction records way to the
target of the privatisation of the DNS in a responsible person.  " In
the status report in relation to the organization the NTIA it is also
noted that the majority of the preconditions for the complete
privatisation is fulfilled.  After also still another study is concluded
shortly for the security of the root server system, the US Government
can make concrete plans for the transfer of the responsibility over the
root server Sytem, for avowed Hewitt. 

In view of as much criticism and the conception of endangering the unit
of the root server system by a one-sided US position Victory ruderte now
again somewhat back.  Their speaker indicated heise on-line, the
administration pursues quite the privatisation and in addition belongs
also the privatisation a-root-server.  Besides one constantly is in
consultations with international governments.  These become in view of
the Schlingerkurses the MoU, the White PAPER and the ICANN in the coming
