The "wise man" speaks again.  The FBI overreacts too often to "make an
example" of someone, or a group.  Yet this is a very grey area of the
law and the FBI admits that it is difficult to estimate who will cross
that line and actually violate the law.  While the Bureau is far from
even handed and will trample on the 1st amendment in the name of doing
right, these issues have little precident in law, hence they are flying
blind.
