Illegally hacking into systems matches that criteria. But, one has to wonder whether "posting bomb instructions" either should be illegal, or should even provide authorities an excuse to single-out one malcontent from a sea of others. Analogy: (virtually) everyone breaks the speed limit on occasion while driving. Being caught is a rather random occurrence that we agree is "fair", since anyone can be caught.
